Jessi Goostree is the Executive Director of the Texas Blockchain Council, where she oversees strategic initiatives, financial operations, and policy efforts to position Texas as a leader in digital asset innovation. She played a pivotal role in passing the Texas Strategic Bitcoin Reserve Bill into law during the most recent legislative session and is a frequent speaker on blockchain policy, financial innovation, and public leadership.

In addition, Jessi serves as a founding board member and strategic advisor of the North American Blockchain Association (NABA), which amplifies the voices of state associations to drive national impact.

Previously, Jessi spent 17 years at Fidelity Investments, holding senior leadership roles across corporate finance, treasury, and institutional asset management. As Vice President of Investment Products & Strategy for Digital Assets, she developed enterprise strategies and launched innovative products including Fidelity’s Digital Asset Account and the Wise Origin Bitcoin ETP. She holds a B.S. from the University of Texas at Austin and is an active advocate and mentor for women in financial services, digital assets, and public service.
